After you install the theme, you need to install it's required plugins, you can find the plugins by going to Dashboard > Appearance > Install Plugins, so basically, the plugins are Neuron Builder, Elementor, and WooCommerce, then you need to activate all the three plugins, and the Neuron will be visible on the Dashboard.

If you can't find the plugins, can you please provide me with your wp-admin, I will have a quick look to see what's going on.

First I installed the Custom PHP Plugin to improve your site's PHP Settings, you can view it by going to Dashboard > Tools > Custom PHP Settings.

Then I imported the demo data by going to Dashboard > Neuron > Demo Importer and imported the demo data, and I set the Compact Post as the homepage by going to Dashboard > Settings > Reading > Homepage.

Memory Size: memory_limit = 256M
Script execution time: max_execution_time = 400
Number of input variables: max_input_vars = 4000

If you don’t have access to the php.ini file, you can add the following values in your .htaccess file:

php_value max_execution_time 400
php_value memory_limit 256M
php_value upload_max_filesize 10M

Be careful using these settings, some hosting companies don’t allow users to change PHP settings, if you experience any problem after making these changes, please revert these in your .htaccess file, using your FTP client.
