When you install the Neuron Builder plugin, you need to make sure to install the Elementor plugin, you can find it by going to Dashboard > Appearance > Install Plugins.
After you install the plugins, you need to activate the Neuron Builder's license.

I've attached the latest version of the Neuron Builder plugin, install it by going to Dashboard > Plugins > Add New Plugin > Upload Plugin.
