The Bifrost theme doesn't use the Neuron Builder plugin, instead, it uses the Neuron Core. The video tutorials you've seen are for themes that use the Neuron Builder plugin, not the Bifrost theme.
Theme Setup:
First of all, you need to be sure that you've installed and activated all the plugins that are required by the theme, you can find them by going to Appearance > Install Plugins.
After you activate the required plugins, you can go to Appearance > Install plugins and install also the One Click Demo Importer plugin, then go to Appearance > Import Demo Data and start importing the demo, after you import the demo, you can go to Settings > Reading and select the home page from there.
After you have selected the Home page, you can customize the header, you can install all the header templates that are included on the theme by going to Appearance > Import Demo Data > Templates.
