There are a couple Blocks that mimic it but when I use those blocks they don't come out representative of the preview in Blocks or this page. Plus the written content comes out as "Post Content" without the ability to edit the text itself. I just want to use this page layout as the standard for my portfolio projects but can't seem to recreate it no matter what I try.
I've just recreated that portfolio item for you, so now if you want to use that layout for all your single portfolio items, you can install the following plugin and duplicate it.
