i have seen the following video tutorial on how to activate the License but i don’t have “neuron” in the menu on my dashbord.

I'm seeing from the attached screenshot that you're missing the Neuron Builder plugin.
I've attached the latest version of the Neuron Builder plugin, install it by going to Dashboard > Plugins > Add New Plugin > Upload Plugin.
