If it doesn't exist, then let's not mess with this code. But this wouldn't be a terrible feature. The element would "describe" the feature and hovering over the image would provide a clear view. See the live site and the area in the attached image.
Unfortunately, at the moment, the only possibility to do it is via some CSS code, we'll check if we can include it as a feature in the upcoming updates, but at the moment, I can't say anything about that.
Is there a way to turn toggle the active hover state when you rollover a media gallery image?
Essentially create the inverse of the default settings.

Sorry that I can't fully understand you, do you want to have the hover active, and then when you hover into it, remove the title and overlay.
If so, then can you please provide me with your wp-admin, so I can implement some CSS code to achieve that.
