You're looking on the wrong place, the social icons are of the header template:
How to edit the Header template?
In the theme you can either use the header that comes as default where you can upload the logo from Customizer and manage it from there or via Elementor where you can create headers and assign them to different pages, so please hover onto button Edit with Elementor and see if there appears a header template.
If the admin top bar doesn't appear on your site, then go to Dashboard > Templates > Header and open on the Elementor's editor the header template that you're using on your site and make the customizations that you want to.
I changed the social media icons in the theme options and they are not changing on the website.

Click onto the template and the editor for that template will be opened where you can easily edit it.

That Elementor tool bar does not appear for me on the top bar - I have never seen that option appear. ??????
The tutorial does not apply to me because I can't even access my header that your company created.
