Please go to Appearance > Widgets and add the Tag Cloud widget to the sidebar, please make sure to select the portfolio categories at taxonomy options.
Not in the main menu but list portfolio categories filter under the main menu. Please check the attached example of the sidebar menu & portfolio categories filter list.
Unfortunately, you can't do it like that, but what we can do is to add the portfolio categories on the menu by going to Appearance > Menus, then I can add some CSS code at Appearance > Customize > CSS to add a heading for the filters that will say "Filter by:" then the categories will be below it.
