Header settings are located in two different places.
1) Page Settings
2) Customizer (Appearance > Customize > Header).
So, the page settings can inherit or set the options differently for each page, so please go to Appearance > Customize > Header > Top Header and set that to hide, make sure that your pages are inheriting the values from the Customizer.

Hi there - how do I remove the top banner image on all of the pages including the home page?
