You don't need to add extra code for this, you can remove the menu-cart from the header, and then insert an icon element with the cart icon, and link it to the checkout page.

At the moment, when you hover over it, the cart icon in the header of my site pops up with a preview of whats in the cart.
I want to turn this off.

the desired behaviour is that nothing happens on hover over and that whennyou click it it takes you directly to the checkout page
