Please set the conditions to no conditions and go to Appearance > Customize > Footer > General, set the type to template and select the template on the field below.

If it doesn't work please go and check your pages at Settings > Footer and set it to be inherited from theme style.
I have the same issue, I removed conditions, selected my footer in Customize>Footer>General, set footer settings to inherit in my page settings, but still footer is not displayed on my website. Any ideas why I can't set my elementor footer?
Ok I did everything you said and still no luck, none of my pages dislapy my elementor footer... I attached images of the settings I have set for the pages and footer
