There are two types of footers, the default one and with templates. You can change the footer layout by going at Appearance > Customize > Footer.
If you want to use the default footer, you can edit it by going at Appearance > Customize > Widgets and there you can see the footer widgets, you can check the footer sidebars, drag-drop widgets inside them.
I can edit the header not the footer? I've made sure I have uploaded the template and it's not showing.
