Can you please provide me with an URL of that page, have you assigned the shop page to WooCommerce as archive? The options won't work if you did. The only options that affect the shop page are those in Appearance > Customize > Theme Options > Shop.

Actually you can add content to the top of website, if that's your concern. You can remove the title with Custom CSS on that page and start adding top content with WPBakery Page Builder.
