You can select the header at Appearance > Customize > General > Header > Layout > Type(select this to template and new field below will appear where you can select the template), this will affect all pages except those that have their different settings on the page settings, so please check on the page settings if they're inheriting the values or not.

Sorry I cannot make it changed. I found that setting for header position which currently said "1". But even if I changed it to "absolute" or "2", it doesn't work. Please advise. I looked it up many times but didn't hit any.

Actually I found the menu that "education" template is using, that is "top menu complex v6", so I selected.
But it doesn't overlay on the hero image as attached. Please advise

I am sorry for that, there seems to be an issue with the custom fields on the Customizer, I've fixed it they should appear correctly now.
