I have replied you in the other comment, but here's the answer again.
You need to go in Appearance > Install Plugins, there you can find the neuron core plugin, it is attached directly to Kyoto, since it's a custom made plugin for Kyoto.
You can find it also on the demo content package of Kyoto, or in Kyoto itself at kyoto > includes > plugins.

My Kyoto download zip is missing elementor, themes, sidebars in dashboard.
The advice to get Neuron core plug in unhelpful since no such plug in appears in 'add new plug in' list. Please advise!
