That's the menu order which means the order in the back-end of posts, you can install this plugin which will allow you to re-order the posts on back-end. So, it will affect on front-end
I installed the plugin, changed the order of my portfolio items in the control panel, and set the posts widget to use "menu order". The order of items is correct in the Elementor editor, but not on the public page.
The posts widget "orderby" property has a setting for "menu order", but where is that order set within each post?

Actually it did work... I just had the order reversed.

I changed this one to menu order, but you can see there's a gap in the last row in desktop mode:

There is no gap if the layout goes to 1 or 2 columns. There's also no gap on this page:

Please check on the layout type, there's an option called FitRows, that's what will fix your layout, because the masonry layout is by default enabled.
