Actually that's not its position, its the menu that you want to assign, the menu is called Left Menu.

The header is created through templates in Elementor, please go to Saved templates and edit that header, you can see on the following videos how they're created.

If that is the project single, please go to Appearance > Customize > Portfolio > Portfolio Item > Navigation and set to show or hide.

The same options are located in the portfolio item settings also, just make sure to set them at inherit and the options will be inherited from customizer.
