There's a strange issue that happens to some hostings, if there are not two footer templates the selected template in Customizer won't show up, so please create a new template of footer, just a blank one, publish it and re-select it again in your Customizer.

I made a template of a Footer. If I selected this footer in Appearance > customize > footer > general... this is not shown.
