No, that is not a bug, we have created an option at Appearance > Customize > General > Custom Fields Panel. With that option you'll be able to show hide the ACF fields panel.

I need to add some custom fields to posts.
Advanced Custom Fields plugin is installed and activated, but it doesn't show up in the WP dashboard menu.
Is this a bug, or does the theme hide the menu item? And if so, is there a way to disable this?
