Ah, I'm sorry. That's the sticky option, you can enable it on the Appearance > Customize > Header > Layout > Transparency. The option is placed in page settings and in customizer, make sure to inherit the values from Theme Options.

Most hosting companies configure their servers to low settings. WordPress is unfortunately giving you a rather ambiguous message in response. This is not a theme issue or bug.

I thought the options were not appearing for that reason, can you please try just one more thing. Changing the file permissions to 755 to the main WordPress folder and all subdirectories.

you can see when i scroll up and down, the menu background fades. As well as scrolls up. My question is what settings control those behaviors?

I've found a very strange bug when I was using the developer tool in the Customizer of your WordPress.
There were a lot of console bugs for file that were missing, actually the files are already there.
