I cannot find a way to access the theme options (I managed to access some options through 'Appearance > Customise'), is this normal? Most themes do have a 'Settings' menu under 'Appearance' in the dashboard, but it's nowhere to be seen on my setup. Am I missing something?
Also, this may be related or not, but similarly I cannot find a way to setup the general portfolio page (where all the projects are listed).

You're right Arkhitekton options are located under Appearance > Customize, other settings are located in the Elementor and directly to elements.
Please check on the documentation of Arkhitekton, it will explain how to do the things.
